    文化庁 文化審議会著作権分科会は2017年4月「文化審議会著作権分科会報告書」において「教育の情報化の推進等」を公表した。本ポスター発表では、こうした審議会等で討議される教育に関連した最新動向(権利制限の拡大案や公衆送信権に関わる補償金制度導入、学生からの著作権利用許諾料金の徴収、ライセンシング体制の整備ほか)の要点を解説し、著作者・著作権者と利用者(教員、児童生徒、保護者)との「対話」の促進のためのコミュニティの構築といった、今後求められる施策について提案する。

    国際比較調査の結果によれば,我が国の学習へのICT利活用は他先進国と比べて低調である.

    しかし,従前の国内調査は校内での利活用と学習者の日常生活での情報機器利用が分断されており,包括的に実態把握することが困難であった.本研究は,現実に即して学校や家庭でのマルチデバイス利用を前提とし,各条件下での利用状況・利用者意識を把握し,相互の比較検討を行うための質問群を構成した.

    本論は,学校教育情報化の停滞を示すエビデンスを示したうえで,その原因を構造的に捉え,対処の方向付けについて述べている.タブレット等を子ども個々人に与える1:1でも北欧と日本では運用面で大きな違いが見られる.一般には,ICT環境整備が教育革新を促すものと期待されるが,ICTそれ自体は具体的教育目的や活用法を提示しないうえに,学校教育既存の枠組みがICT活用をより困難にしている.さらに,学校現場では特有の防衛機制が働くことで,情報化への働きかけすべてが行き詰まりのメカニズムに囚われてしまう.これらの状況を打破するためには,ICT教具論と一斉授業中心のモデル授業から脱却し,学習者中心のICT活用への転換をはからねばならない.

    This article reports an online survey for describing civic attitude toward school public relations activities. The questionnaire was composed by 11 questions and 108 items, and 2065 valid responses were obtained. The item for asking degree of satisfaction toward school public relations shows negative tendency as same as the survey in 2008. Since data analyzed by attribution, respondents that parents have school kids, women and non-smartphone users preferred paper items than online contents.

    Diffusion of smartphones and tablet PCs brought "1:1 one to one device" policy in world elementary secondary education. Though Scandinavian three countries support this policy positively, each background and current status is much different. This article summarizes results from field study in several years and statistical reports by OECD research. In general, Scandinavian schools aim ICT use to be learners-centric as a stationery.

    学校広報とは,学校と学校関係者との間で十分理解し合い,友好的な協力関係を築くために行う活動である.我が国では,マスメディアに起因する社会の学校不信と学校の社会不信が課題であるが,インターネットのオープンネスを活かした学校広報活動を進めることで,学校は自ら関係者との関係構築が可能となった.ただし,学校側の活動を動機付けるためには,学校外からの働きかけが不可欠である.本稿ではこれまで筆者が進めてきたi-learn.jp,全日本小学校ホームページ大賞,ともしびプロジェクトの3つを紹介し,その経緯と効果を概説するものである.

    This paper discuss about the current status of policy in local government for school informationization. A questionnaire research was conducted for over 700 boards of education. The results shows though more than a half have no schedule to complete serving PCs and network connectivity in regular classes at primary and secondary schools, they do not have positive motivation for improving their level.

    社会経済生産性本部・情報化推進国民会議では、住民基本台帳ネットワークおよびカード普及推進を検討するため、全国20?60歳代の2000名を対象としたオンラインアンケートを2003年10月24?27日実施した。本稿では、アンケート調査の概要と結果考察について述べるものである。In October 2003, the National Assembly for Digitization of Japan Productivity Center for Socio-Economic Development (JPC-SED) carried out a web-based questionnaire survey on Basic Resident Registry Network (Juki-net) & Cards. From 20's to over 60's year old, about 2000 people answered the questionnaire. This article report on the brief overview of this survey and discusses issues toward adoption and diffusion of 'Juki-net'.

    本稿は近年急速に普及する小学校ホームページの現状と運用状況を明らかにする。コンテスト選考過程の一環として、全国約12000校を対象に客観的指標による小学校ホームページの悉皆調査と、比較的活発に活動する学校に対するオンラインのアンケート調査を行い、結果をまとめた。平均的なホームページでは、学校ホームページの一般的体裁はほぼ整えられているが、日々の学校での教育活動が把握できる状況にはない。一方、ホームページ活動の活発な学校では、情報の頻繁な更新によって、利用者の学校への信頼と関心を得ることに成功しているが、運用上の課題は、これまで十分な解決がなされてきているとはいえない。This paper discusses trends and issues about Japanese elementary schools' websites especially from the point of views of content and management. From the results of the total investigation of all Japanese elementary school websites using objective indicators and the online-survey for administrator of well maintained websites, the average level sites mostly complete the formal requirements for school, but they are not enough for user (parents) who wants to know the daily information of activities in school. Through frequently updating, active school websites succeed to gain users' confidence and interest for their school.

  • The recent status of information and communication technology in Japanese public schools considered from statistical indexes

    This paper discusses tendencies and issues about the statistical indexes of ICT in Japanese public schools as information infrastructure. According to index comparison of the Japanese, British and American, Japan did not reach most British-American levels. The comparative analysis of the progress of school computerization was made in all local governments in Japan. In generally, the fewer population they have, the better status in equipping computers for school. However, there is not strong correlation in the range of population 25,000 - 800,000. The problem of these indexes of Japan is not reflecting reality appropriately. New indexes especially stood on the tax-payers' or learners' side are needed for better evaluation.
